The part of the name that have the year 2019 or 2020 just mean when released that pack in Japan. If the additional facilities or events seem interesting, than get them otherwise it won't affect anything. Where each event take place in in conjunction with the main story vary (for example the 2020 spring pack include seem to take place before you beat the main story since some idol maids that work for you when you beat the game are still just idols). All the other events and facilities, such as Winter 2019 DLC, are their own standalone stories that can be seen as taking place anytime after you started the main story. These packs include events that are the continuation and conclusion of 3 primary maid NTR storyline. The only dlc that really connect with the main story is the Additional Event Pack vol.3-5.
